One small difference I have found from your scenarios.. My Target requires all paper and mobile coupons to be applied first and then the Target Cartwheel is applied. So instead of getting 30% off of $15.99 ($4.80) in that instance I would only get 30% off of 10.99 ( the cost of the item after the coupon is applied ($3.33 ish) so the end price is $1.50 more.
